As Part of Developing Technical and Environmental Operations: Aden Refinery Company Issues Decision to Restructure and Update "Quality and Environmental Control Department"

The Executive Director of Aden Refinery Company, Saeed Muhammad bin Muhammad, issued Administrative Decision No. (21) for the year 2026 regarding the restructuring and reorganization of the "Quality and Environmental Control Department", based on the refinery's standing regulations and as required by the interest of work.

**New Administrative Structure and Updated Title:**

Article (1) of the decision stipulated returning the Chemical Work Unit (WORK CHEMIST) to its previous status as an independent department directly responsible to the Refinery Manager. It also includes merging the Environmental Control Unit into the Central Administration, making the new official name of the department **(Quality and Environmental Control Department)**.

**Main Duties and Responsibilities:**

The decision specified eight key tasks for the new department aimed at raising production efficiency and quality control, including:

* Round-the-clock (24/7) monitoring of products from various refining units to oversee operating efficiency.

* Testing imported crude oil and petroleum derivatives and issuing technical reports to relevant entities.

* Inspecting products before, during, and after shipping, and issuing necessary certificates.

* Issuing chemical and analytical tests for governmental and private companies and entities upon request.

* Participating in proficiency testing comparison schemes to prepare the department's laboratory for obtaining ISO certification.

* Monitoring the environmental condition in the refinery through the Environmental Section and issuing pollution reports.

* Coordinating with the Environmental Department office in Aden Governorate regarding environmental pollution issues in the governorate and Little Aden district.

* Executing tasks according to the refinery's standing instructions for chemical work and environmental monitoring.

**Main Sections of the New Entity:**

The decision outlined the reorganization and specification of six main sections under the department:

1. White Oils Laboratory Section.

2. Black Oils Laboratory Section.

3. Gases and Boiler Water Laboratory Section.

4. Combustion Engines Laboratory Section.

5. Research and Development Section.

6. Environmental Control Unit.

Article (2) of the decision specified that it comes into force from its date of issuance on August 27, 2026, and is to be published in the refinery's standing regulations.
